How to create Action that adds torn edges to a screenshot

it awesome if create photoshop action automatically adds "torn edges" effect right , bottom margin of loaded image.

that simple why don't try create action yourself. add shape layer has 2 "torn edges" top layer  , blend layers below.  record steps action. if have elements time upgrade photoshop fill requirements...
