Image size/image quality issue


i creating images in illustrator @ pixel sizes (as determined person creating graphics for), saving them, , exporting them .png files.  when person sending them tries open .png files opening larger (for example, created 1 @ 72x72 pixels , opened 238x238.  when open file in illustrator, shows file @ 72x72.  there way make sure image size not change when saving/exporting or doing wrong??

 

also, person using these files opening them in program add things them/scale them down, , somewhere along way, losing lot of quality , becoming quite blurry.  due fact opening them in different program , resaving them?  original files on computer come crystal clear in illustrator.  has been sent me person opens blurry in illustrator.

 

any help/advice on either of these issues appreciated!

output final png using “save web , devices” option under file menu. save 72 dpi…..however total pixel size of art determined art board size.

a screen optimized graphic can made blurry if rescaled.

viewing png in web browser @ 100% should give accurate visual.
